The 52 % vote for Brexit united strange bed-fellows: those who wanted less globalisation, and those who wanted more. The former—the ‘losers of globalisation’—charged the EU as guilty of fostering free markets and open borders that threaten (their) livelihoods. For some of the latter, the EU’s bureaucracy has been preventing the UK from being the deregulated, competitive undertaking the country is destined to be. To prevent a contagion, EU-27 leaders, meeting in Bratislava on 16 September, made promises to the first group. European Council President Donald Tusk pledged to recreate the EU as a “guarantee of stability, security and protection – protection in the widest meaning, including social and economic protection.”. For those frustrated with the shackles of European bureaucracy, there is the new Better Regulation Agenda, and President Tusk’s suggestion to translate ‘less power for Brussels’ into ‘giving more responsibility for the Union in national capitals’.
